Phillips & Associates, Engineering Consultants Ltd., located in Vancouver BC, provides innovative geotechnical consulting services to the construction industry. Since 2006, we have completed over 2000 projects in British Columbia, Alberta and the Yukon.

Team Leaders
Ward Phillips, Principal, P.Eng.
Ward is a professional engineer with over twenty-five years of engineering experience in geotechnical and structural design, project management, failure analysis, inspection work, site engineering, construction supervision and forensic analysis and reporting. Ward graduated with a Bachelor’s Degree in applied science from the University of British Columbia in 1990. Ward also has experience in the insurance industry, in risk management, assisting insurers in the resolution of claims against their architectural and engineering clients.
Mr. Phillips founded Phillips & Associates in 2006 after practicing with several local and international professional organizations.
Katherine McNeice, B.A.Sc., E.I.T.
Katherine is a Geotechnical Engineer in Training (EIT) with experience in the quality control, writing and maintaining technical documents and scheduling material deliveries in a construction environment. She received her Bachelor of Applied Science from Queen’s University in Kingston, Ontario in 2020. She has experience in geotechnical design and is an adaptable and positive team player.
Kevin Barbour, GIT
Kevin is a Geoscientist in Training with over five years of experience running site investigations, both within Canada and abroad. Kevin graduated in 2017 with a Joint Major (B.Sc) in Applied Physics and Geology from Memorial University of Newfoundland. He was first employed as a Naval Warfare Officer in Victoria BC before joining Alberta’s private sector in 2018. He has since worked internationally as an offshore geotechnical drilling engineer, and within Canada: first as a reliability specialist using advanced utility locating methods, then as a field supervisor of robotic geotechnical site investigations. Kevin has broad experience of conducting site surveys, running geotechnical drilling crews, and coordinating complex robotic geotechnical site investigations.
Gurshaan Dhillon, E.I.T.
Gurshaan is a Geotechnical Engineer in Training (EIT) with approximately two years of experience in geotechnical engineering. Gurshaan graduated from the University of British Columbia with a Bachelor of Applied Science in Civil Engineering in 2021. He brings knowledge and experience in soil investigations, stormwater management plans, slope stability analyses, material testing, and design and review of earth retaining structures, deep foundations, preloads, excavation and shoring systems.
Joseph Ho, P. Eng.
Joe is a professional engineer with over thirty years of experience in multiple engineering disciplines including geotechnical, mechanical, and software. A graduate of Ryerson Polytechnical Institute in Toronto, Ontario, Joe has held numerous senior leadership positions in organizations including Fortune 10 companies (McKesson). He brings knowledge and experience in residential and commercial subsurface soil investigation, pile installation review, shoring review and anchor testing, residential and municipal stormwater and sanitary management system review, slope analysis and reinstatement, and pre and post construction surveys.
Fred Bjork, P.Eng.
Fred is a senior engineering professional and business leader with over 25 years of experience in project planning and development, advisory, engineering and design, project and construction management, inspections and rehabilitation of ports and marine terminals, marine and upland freight corridors, open cut utility installations, building foundations and civil works. Fred is a Professional Engineer registered in the Province of British Columbia, and holds a Master of Science in Civil Engineering from Lulea University of Technology in Sweden. During his career Fred has held positions with both smaller and larger consulting firms working on Ports, Terminals, Harbour and Marine projects around the world. In 2015 Fred started Bjork Consulting Ltd.
Chris Hughes, P.Eng.
Chris graduated from the University of British Columbia Civil engineering program, in 1998. Chris has extensive experience as an Infrastructure professional with a wide ranging background in heavy civil, municipal engineering projects, cementitious construction materials and real estate development construction projects.
Chris’ extensive management and technical experience gained at two of the world’s largest Cement and Construction materials suppliers, Lafarge SA and Heidelberg Cement, exposed him to cutting edge concrete and cement science engineering.
